Deputy Director to give report within a week after studying the facts |
Tuticorin: Collector R. Palaniyandi on Thursday ordered an enquiry into the charges raised by the Government doctors’ association against health inspectors and a few village health nurses at Mullakadu Primary Health Centre and vice-versa.
The year-long ‘proxy war’ going on between Government doctors and other employees in the Health Department, affiliated to the Tamil Nadu Government Employees Association, came to light a few days ago when the TNGEA put up a gigantic hoarding in front of the said PHC saying that they were going on an agitation against Medical Officer M. Sanatanamari’s atrocities.
In the meantime, the doctors’ association had levelled charges that the agitation was a consequence of the Medical Officer issuing a memo to the staff of PHC seeking an explanation for their poor performance with respect to the implementation of various Government-sponsored programmes.
The doctors pointed out that the association members had already lodged a complaint with the police against the Health Inspector of Mullakadu, M Terrance, who was involved in this incident also.
The complaint was lodged against Mr. Terrance for allegedly abusing the then Medical Officer of Mudivaithanenthal Primary Health Centre, E. Pradeep Prem Kumar, at a meeting conducted at Pudukottai to review the status of chikungunya outbreak.
Speaking to The Hindu, the Collector said that the Deputy Director, S. Uma, was asked to give a report within a week, after studying the facts.
“The Deputy Director has also been asked to appraise the status quo of the earlier complaint lodged by the doctors association against Mr. Terrance,” he added.

Nowadays sincere duty conscious medical officers are being threatened by Health Inspectors Grade IB after the Authorities of Directorate of Public Health and Preventive Medicine government had failed to take action against FEW Disobedient and irregular Health Inspectors belonging to Grade IB
THE FIRST INSTANCE was when Dr Pradeep Prem Kumar of Mudivaithanenthal Primary Health Centre of Thoothukudi Block was verbally abused and threatened in front of DPHN, BMO of Pudukottai PHC and other medical officers by one Health Inspector Grade I B Mr.Terrance on the month of October. The Deputy Director of Tuticorin Health Unit District supported the Health Inspectors and neither asked an explanation nor conducted an enquiry himself.but after 2 months there was a J.D Level enquiry without any results so far
It is with a heavy heart that we are narrating another instance of Attempt on the life of another sincere duty conscious medical officer, Dr.Srinivasan of Pandaravillai Primary Health Centre of Srivankuntam Block under Eral Block PHC. One Health Inspector Mr.Thangavel HI Grade I B had not turned up for duty and had signed in the attendance register overriding the Medical Officer. When the Medical Officer had enquired, the health Inspector had grabbed the shirt of the Medical Officer and raised his hands to physically attack and harm the doctor. If not for the presence of other workers, the health inspector would have inflicted severebodily harm on a medical officer for doing his duty
No action has been taken against the erring Health Inspectors during the previous incident in which a Medical Officer was called by bad words. This event and the consequent inaction on the part of health dept officials and bureaucrats to curb the Health Inspector menace has emboldened rather to say empowered another hi mr.thangavel to have a go at medical officer dr.srinivasn of pandaravilai phc in tuty hud
MR.THANGAVEL HAS A LOT OF INSTANCES OF BRAWL WITH BOTH THE PUBLIC HEALTH OFFICIALS AS WELL AS OTHERS .SOME OF HIS PREVIOUS ACHIEVMENTS THAT WERE NOT GIVEN DUE REGARD [[ punishment]BY THE DEPT AND THE GOVT ARE AS FOLLOWS
1, Mr.Thangavel HI Grade I B haD EARLIER threatened to beat the then DDHS of Kovilpatti hud Dr.Socrates in public if he conducts surprise visits in the hsc area as per the ATP given by him
2. During his previous tenure at the very same pandaravilai phc he threatened the present DDHS Dr Liaquat Ali [who was also the then dd ] in his very office room. The reason was that the DDHS had made a surprise visit to the area, the hi was not in the area and the dd had called for an explanation… he and his other associates Mr.Terrance (the same guy who abused Dr.Pradeep) and another Health Inspector Mr.Peter Parnabas had erected a tatti board against the DDHS
3. During the strike period he also threatened the medical officer of his phc with a mob to give him attendance. the medical officer was saved only after he ran into the local police station..
4. Also during the strike period he laid his hands on a subinspector of police during a demonstration,for which a case was registered and was acquitted by the court as the witnesses turned hostile [reason thagavel threatened the witnesses also]
5. He also beat up the former Joint Director of Health Services Dr Appanraj in a review meeting
6 Even in the erstwhile dr pradeep matter thangavel had threatened the BHS, med officers ,his and vhns not to tell the truth in the event of an enquiry,
Now in this recent incident, rumors FROM OUR DD OFFICE are that the concerned medical officer will be deputed to another phc because the dd is afraid of taking any action for that matter even TO CONDUCT an unofficial enquiry against thangavel
We demand that
1 The Health Inspector thangavel be suspended from service and disciplinary action initiated against him
2 The medical officer not to be deputed anywhere for no fault of him
3. The work files of Mr.Thangavel, Mr.Terrance and Mr. Peter Parnabas be verified. Their involvement in Operation Chickungunya can be found by the number of smears taken by them so far in this year
4. Action taken against Mr.Terrance, Mr.Parnabad, Mr. Esakki and Mr. Ananthan, Health Inspectors for their misbehaviour in a review meeting at Pudukottai PHC (The Joint Director PHC had already conducted an enquiry on 14th November at Pudukottai PHC in this regard)
If our demand are not met before the 25 th December then we would resort to statewide agitation on the 31 st of this month..
