Departmental Examinations December 2013 - Instructions
- Applications are invited from the candidates for admission to the Departmental Examinations December 2013 through "FULLY ONLINE" mode. Filled-up Online Application Forms will be electronically transmitted to the TNPSC Office and hence there is NO NEED to send the application by post, excepting for those who are applying for the Tests with Test codes 001,085,115,131,148,164 209,210,211,212,213,214 and 215.
- Fully Online registration for Departmental Examinations December 2013 is available for candidates applying from all the 33 Centres, from 15/09/2013 to 15/10/2013.
- CANDIDATES WILL NOTE THAT REGISTRATION FEE OF
30/- WILL HAVE TO BE INCLUDED IN THE POSTAL RECEIPT APART FROM THE FEE FOR THE TESTS APPLIED FOR.
- Total Fees should be paid through postal receipt only except the candidates opting NEW DELHI as Centre.
- Examination / Registration Fees: Kindly make sure that you have the Postal Receipt for the requisite number of tests that you will be applying for, before registering online. (Calculate the Total Fee usingFee Calculator)
- Procedure to apply online :View the Instructions to the Candidates for applying through Online.
- Kindly send WITHOUT FAIL the online Application form & Identification Slips to TNPSC by post those who are applying for the tests with test codes 001, 085,115,131,148,164 209,210,211,212,213,214 and215 with relevant details of previous examinations, Work etc. Candidates applying for other than these tests need not send application to the Commission by post.
- Last date: The candidates can register their particulars online till 5.45 P.M. on 15/10/2013.

Who has to give injections / Whose duty is it to give injections
- Staff Nurse, if posted and if on duty
- ANM, if Staff Nurse is not posted or posted, but on leave
- Local VHN, if Staff Nurse and ANM both are not available
Who Can give injections if there are no Staff Nurse, ANM, VHN
- Medical Officer :) . . . Medical Officer can give, but that is not his duty
- Health Inspectors who had been appointed as Vaccinators (Most, if not all of them have retired by now. This is only for completion sake)

Departmental Exams in Medical Code and Accounts Test for Executive Officers

Please start collecting books and guides for the departmental tests. Exams will be conducted twice every year.
All of us who join government service as doctors (asst. surgeons) should appear and pass two departmental tests. These tests will be conducted by TNPSC not only for us (doctors), but also for other cadres in govt. service. Passing these exams is important for getting increments. Our exams are: 1. Account test for executive officers. 2. Medical code.
Original books must be carried by us to the exam hall and we can see / refer these books and write the answers. Books necessary for 1. Account test for executive officers are: 1. Finance code 2. Treasury code 3. Budget manual 4. Constitution of India 5. Pension code 6. An introduction to Indian govt. accounts and audit Books necessary for 2. Medical code exam are: Two volumes of medical code. For more details you can visit www.tnpsc.gov.inThese exams are MUST for your probation declaration EVEN if you are selected by TNPSC So, please prepare for these exams. Next Exam is likely to be in December 2013 For those who have not studied Tamil in 10th/12th, one more exam is needed

- The medical officer is the boss of the PHC.
- You are responsible not only to conduct OP and look after IP but also to get work done from your hospital and field staff as well as from administrative staff
- You have two duties – One Medical and the second Officer.
- Keep in mind clearly that you have an Officer Duty Also
- You are answerable to the superiors for the acts of your staff
- You shall not act per the request / ideas / ORDERS of your subordinates if they are not legal. Consider only those suggestions which are legal
- Even if you acts by the ADVICE of your administrative or medical or field staff, you alone will be held responsible for the outcome of the action and not the Person who gave the advice.
- Keep in mind that you cannot escape saying that some one misguided you
- Do not have close relationship [friendly or brotherly or sisterly !!! or any other ] with your subordinates. Relationships include Friendly, Brotherly or Sisterly (Hope you know what happened to the anna akka pasamalars in your college in due course) or intimate relationship.
- You are an Officer and they are your team members and all of you work for the department and public. Its so simple and nothing more than that. The more close relation you maintain the more tough it becomes to manage them
- Do not trust any one completely. Always keep a doubtful eye in them.
- Even though you are an officer, do not scold or find fault with your staff in front of third persons and especially in the field.
- Always talk about their mistakes inside the PHC.
- The Best option is noting that down in the review register along with review minutes
- Do not talk with a staff of opposite sex without a third person in that room.
- Do not allow any one other than patient to sit in the medical officer room
- Do not entrust your PERSONAL WORK to your staff.
- Don’t listen to comments by your staff about your co medical officers [even if you have personal hatred against the doctor]
- The same person who comments about the other person will speak about you in your absence.
- When you have misunderstanding with your co.med officer, speak directly to him / her and to the best possible effort resolve the issue immediately.
- Don’t speak about your indifferences to your hospital or field staff , this will work as a dividing method by the others and Both the doctors will be the end losers
- If you cannot resolve the dispute among yourselves please contact senior medical officers (not the DDHS !!) or association for intervention.
- If you are both from the same college, better contact a college senior who is known to both of you.

It has been proposed to fill up the existing posts of Chief Civil Surgeon (Common/General/Specialists) from the category of Civil Surgeons. Hence a list containing the names of Medical Officers who are at present working in the cadre of Civil Surgeons in General line are enclosed for necessary action.
2) All the Unit Officers are requested to go through the list and to furnish their reports after scrupulously following the instructions mentioned below:
a) As per the new pattern promotions /re-fitment are to be given to the posts of Chief Civil Surgeon(General/Specialists). The Medical Officers with MBBS Degree qualifications will qualify for CCS(G) promotions and others with PG Degree/Diploma qualifications will be moved to the Specialists posts depending upon the vacancies. Therefore verification of qualification of each and every Medical Officers enlisted above plays a vital part in determining their promotions/re-fitment. Hence utmost caution should be exercised in furnishing the qualification-based reports. Any false information / mis-matched particulars are furnished promotion of an individual will be affected and for this lapse each and every Officers right from Assistant/Office Superintendent/Administrative Officer/JDHS will be held responsible and stern disciplinary action will be initiated against them for negligence / dereliction of duty.
b) Second important aspect in this re-fitment exercise is that verification of present station and designation of all the above Medical Officers and if there is any change it should be properly reported in the format enclosed .
c) The details of Civil Surgeons who have relinquished their promotions for the post of Senior Civil Surgeon in various panels have not been furnished and hence proper communication should be made to them in order to submit their appeals. Those Medical Officers who have completed the three years relinquishment period before 23.10.09 are requested to send their willingness and appeal for re-fitment to the post of Chief Civil Surgeon.
d) The Medical Officers holding double Degree qualification should
exercise one time option for promotion / re-fitment in any one of the Specialities according to their choice and their future promotions will be determined based on this option only and it cannot be altered at any time.
e) All the Medical Officers enlisted above are already promoted as
Civil Surgeon as per this office records and if any of them are still in the rank of Assistant .Surgeon / Senior Asst. Surgeon their designation may be changed by obtaining a copy of panel / promotion order from this Directorate by deputing the concerned Assistant to this office.
All the above details should be verified in a rapid manner and if there is any change it should be identified and submitted in the format enclosed both in hard and soft copy on or before 16.3.2010 without fail. The original list now received should also be resubmitted to this Directorate along with the signatures of officials noted therein.

(Prevention of Violence and Damage or Loss to Property) Act

The following Act of the Tamil Nadu Legislative Assembly received the assent of the Governor on the 28th November 2008 and is hereby published for general information:—
ACT No. 48 OF 2008.
An Act to prohibit violence against medicare service persons and damage or loss to property of medicare service institutions and for matters connected therewith and incidental thereto.
WHEREAS, acts of violence causing injury or danger to life of medicare service persons and damage or loss to the property of medicare service institutions are on the increase in the State creating unrest among medicare service persons resulting in total hindrance of such services in the State;
AND WHEREAS, it has become necessary to punish the persons committing violence by making the offence as cognizable and non-bailable and to provide for compensation, for damage or loss caused to the property of medicare service institutions, to be determined by court;
BE it enacted by the Legislative Assembly of the State of Tamil Nadu in the Fifty-ninth Year of the Republic of India as follows:—
1. (1) This Act may be called the Tamil Nadu Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and Damage or Loss to Property) Act, 2008.
(2) It shall be deemed to have come into force on the 18th day of July 2008.
2. In this Act, unless the context otherwise requires,—
(1) “medicare service institution” means any institution providing medicare to people which is under the control of the State or the Central Government or local bodies including any private hospital having facilities for treatment of the sick and used for their reception or stay; any private maternity home where women are usually received and accommodated for the purpose of confinement and ante-natal and post-natal care in
connection with child birth or anything connected therewith; and any private nursing home used or intended to be used for the reception and accommodation of persons suffering any sickness, injury or infirmity whether of body or mind, and providing of treatment for nursing or both of them and includes a maternity home or convalescent home;
(2) “medicare service person” in relation to a medicare service institution shall include,—
(a) registered medical practitioners (including a person having provisional registration);
(b) registered nurses;
(c) medical students;
(d) nursing students;
(e) para medical workers;
employed and working in such medicare service institutions;
(3) “property” means any property, movable or immovable or medical equipment or medical machinery owned by or in possession of, or under the control of, any medicare service person or medicare service institution;
(4) “ violence” means activities of causing, any harm, injury or endangering the life or intimidation, obstruction or hindrance to any medicare service person while discharging his duty in the medicare service institution or causing damage or loss to the property.
3. Any person either by himself or as a member or as a leader of a group of persons or organization, commits or attempts to commit or abets or incites the commission of any act of violence shall be punished with imprisonment for a term which shall not be less than three years but which may extend to ten years and with fine.
4. Any offence committed under section 3, shall be cognizable and non bailable.
5. (1) In addition to the punishment specified in section 3, the person shall be liable to pay compensation for the damage or loss caused to the property, as determined by the court.
(2) If the person has not paid the compensation under sub-section (1), the said sum shall be recovered under the provisions of the Tamil Nadu Revenue Recovery Act, 1864 as if it were an arrear of land revenue.
6. No claim for compensation for the damage or loss caused to the property shall be made by the medicare service person or medicare service institution, before any authority, under the Tamil Nadu Property (Prevention of Damage and Loss) Act, 1992.
7. Save as otherwise provided in this Act, the provisions of this Act shall be in addition to and not in derogation of, any other law for the time being in force.
8. (1) The Tamil Nadu Medicare Service Persons and Medicare Service Institutions (Prevention of Violence and Damage or Loss to Property) Ordinance, 2008 is hereby repealed.
(2) Notwithstanding such repeal, anything done or any action taken under the said Ordinance shall be deemed to have been done or taken under this Act.

NAGAPATTINAM: The UNICEF has provided two fully equipped childcare vehicles to transport infants during emergency medical situations from primary health centres (PHCs) to larger hospitals in Nagapattinam district.
Handing over the vehicles to Thirupoondi and Thiruvenkadu PHCs in the district, the Collector said that the UNICEF had handed over six such vehicles, worth Rs 18 lakh each to the Tamil Nadu Chief Minister recently and the CM had distributed them to three districts.
The Collector added that the UNICEF had provided the vehicles to enable transportation of infants requiring emergency care from PHCs to larger district hospitals. The vehicles called as
‘‘Neonatal transport units’’ are equipped to stabilise the clinical status of the babies en route. The interiors of the vehicles have been painted with polythene that has bacteria inhibiting property. It is provided with an incubator, a ventilator, a compressor, oxygen cylinders, infusion pump, pulse oxymeter, resuscitation kit and suction pump.
The Collector said the vehicles could function as a full-fledged neonatal intensive care unit. A 24-hour control room had been opened in the collectorate for providing information about the vehicle and people from remote villages could dial the toll-free number of ‘‘105’’
