The Enabling a Private Investment Climate will focus on the policies and measures to foster an efficient and successful private investment climate, for both domestic and international investors. Stakeholders in this process include present and potential shareholders, creditors, employees, government and society as a whole. Innovation and creativity will be emphasized, as well as measures to maintain market stability and development. Simulated and actual case studies will be employed to support the lessons learned. Participant roundtables are vital learning exchanges. Primary topics will include:

The Capital Markets: Development and Regulation course highlights the major issues and procedures which relate to the development and regulation of capital and securities markets in developing economies. Participants will have the opportunity to discuss the major building blocks of an effective capital market and the policy environment needed to foster its development. Also included in discussions are those issues which relate to the growing interaction of emerging markets with developed capital markets. The course will concentrate on the following topics:

·          Legal and Regulatory Framework
·          Financial Instruments in Project and Corporate Financing
·          Field Trips

The Judicial and Court Administration and Case Load Management provides an in depth study of the principles and techniques for the development and administration of a modern, efficient, fair and transparent court system. References will be made to the experience of judges and court officers in the United States as a basis for discussion. The seminar will also include presentations on case management for the efficient processing of cases through the courts. The seminar agenda will include site visits to local federal and state courts and court support institutions to illustrate best practices or alternative approaches to the topics discussed. The main areas to be covered include:

·          Specific Issues of Judicial and Court Administration
·          Case Management

People in several parts of India face an immense challenge to meet the basic needs of water. The crisis is not due to the lack of fresh water as such, but the availability of adequate quality water at the right place and time to meet basic needs.
Every year more than five million human beings die from illness linked to unsafe drinking water and sanitation. Improved access to safe water supply and appropriate sanitation can also improve the economic status, mainly through saving large amounts of people’s time and energy. It is a matter of concern that despite the progress made with water supply, the level of water-related sickness continues to be high. 70-80 % of illnesses are related to water contamination and poor sanitation. Main diseases associated with sanitation-diarrhea, ascariasis, dracunculiasis, hookworm, schistosomiasis, trachoma, typhoid, paratyphoid, bacillary dysentery, cholera, poliomyelitis, etc are on an increase. These diseases consume a lot of time and money for medical attention and medicines. In India, the economic burden due to morbidity and mortality from these diseases is staggering. The resources saved by improved water supply and sanitation can be used in many economically productive or educational activities.
During the last few decades the national policies have shown increasing emphasis on both rural and urban water supply and sanitation. In terms of physical progress, the achievements have been remarkable. In rural context, however unfortunately these efforts have not been seen to be converted into health benefits and water borne diseases continue to be the dominant cause of morbidity and mortality in many pars of the country. The reasons are fairly very obvious, though water is being supplied; its potability is not being ensured. The lack of Water Quality Surveillance in these areas is acutely brought into focus during the episodes of waterborne epidemics.
In realm of this domain to overcome these challenges, the need of the hour is monitoring of water quality, surveillance and management. By putting these things into practice the dream of supplying pure drinking water to each individual could be achieved.

2.    Field visit to Betwa River for on site water quality analysis by using Field based water quality testing kits
This session is especially designed for the participants to provide details on the use of field based water testing kits and its importance in water quality monitoring at the field level or in remote areas where sophisticated laboratory facilities are not available. This section will also provide information on the participatory approach in water quality monitoring-community based water quality monitoring. Participants themselves will be performing water quality analysis in the field by using these low cost field testing kits. This would give them a first hand experience on water quality analysis.

3. Water quality Management
This session will deal with different aspects of water quality management in general. As this is an integral part of water quality monitoring, it would give different management options and solutions to various contaminants whether it is biological, physical or chemical contaminants.   • Different techniques of managing drinking water
  • How water reaches your homes and offices?
  • How is water purified by the civic authorities

4. Visit to a water treatment plant- BABINA
In order to make the participants understand the overall water treatment procedures adopted in a typical water supply system, a small exposure visit will be organized.

VENUE
The training will be held in TARAgram, Appropriate Technology Centre, Orchha, Madhya Pradesh. TARAgram is a campus set in the rural environment of Orchha. It is a centre which showcases the Livelihood models developed by DA in the field of appropriate technology, and environment.

Participants coming by train should take a ticket till Jhansi (UP) Railway station. From there, TARAgram is 9 kms away. There will be a pick up facility based on the information provided on the arrival time.

The participants can arrive one day before the training date and leave on last day of the training by a train which leaves around 5.45 pm onwards.
Travel Booking Tips for International participants
  • While making your travel plans, please note that if you are arriving in Delhi by flight, in order to reach the Training venue, you will need to take a Train from Delhi to Jhansi which is around 400 kms and takes 5-6 hours.
  • Therefore please arrive in Delhi one day in advance from the day the training starts. (i.e. if the Training date is 06th August’09 then your flight should arrive in Delhi latest by 05th August’09 morning)

How Tamil Nadu fights chikungunya

With over 62,000 cases of chikungunya reported in Tamil Nadu, the four districts of Namakkal, Dharmapuri, Vellore and Tirunelveli have seen the highest number of cases being reported.

The first case of chikungunya in the southern districts was reported on April 22. It peaked in July when 700 cases were reported in a week. Since September 3, no new cases have been reported.

High fever, pain in the joints, body pain and difficulty to look directly at sunlight are the symptoms of chikungunya.

Here's how the Tamil Nadu government is going about containing the outbreak.

Chikungunya being a viral disease, there is no known treatment till now. Doctors are treating the symptoms. They treat fever with paracetamol tablets and high fever with injections of the same.

They treat joint pains with two drugs. Diclofenac Sodium and T Ibuprofen. All the primary health centres in the area are stocked with these drugs.

In the Tirunelveli area alone, drugs worth Rs 5 lakh were supplied.

Each primary health centre that handles chikungunya cases has a doctor, a nurse, a pharmacist and a laboratory assistant. Apart from treating patients who come to the centres, this team also conducts mobile outreach camps in faraway villages.

A blood test is first conducted on patients having fever. This is to rule out Malaria. Urine samples are also tested. For the outreach camps, the team takes a Siddha doctor, who gives external ointments to treat body ache.

Doctors say that by doing so, they ensure that patients avoid drug intake for long periods, which may lead to other complications.

The fever lasts for three days and the joint pain up to four weeks, depending on the health of the patient.

Old or weak patients may have the pain for six weeks.

While to the credit of the medics, chikungunya hasn't claimed any lives in the southern districts, doctors add that patients who have recovered do not show any residual deformity or paralysis.

In September, the health department even launched a special programme aimed at preventing the spread of the outbreak.

Every primary health centre visits all the households in its area. Every fresh water storage facility, including tanks, sumps, cisterns and vessels, is checked. They then add 2.5 ml of abate (a chemical name Teme phos) for every 10 litres of water.

The abate costs Rs 870/litre.

This destroys the larvae of the Aedes mosquito that spreads Chikungunya. Abate is not used in drinking water sources. This operation will reduce the mosquito density.

In every block, 10 workers will be appointed to carry on this work for 6 more months after the current operation gets over on 18th October.

This will also prevent dengue infection, as the same mosquito -- Aedes � is responsible for that disease too.

The teams resort to fogging too, in order to destroy the adult mosquitoes.

In the rural areas, the health teams have chosen a sentinel village in each of the blocks.

A village from where the maximum cases have been reported is usually chosen. The water storage facilities are kept under close watch.

With the rising death toll in neighbouring Kerala [Images], the government has stepped up efforts.

For instance, Tirunelveli district Collector G Prakash has sought the co-operation of other government departments. With more departments coming on board, the health department's job has become easier. The other departments help in reaching out to schools and spread awareness through other channels also.

Despite all these measures, if the health officials spot a serious case, they refer them to the Tirunelveli Medical College Hospital. The hospital's Microbiology team will then send the serum samples of these patients to Pune for testing.

Dean of the medical college, Dr S Vinayagam told rediff.com that all patients sent to them have been given symptomatic treatment.

The Arbitration and Mediation (Advanced) course strengthens participants’ knowledge with alternative methods of dispute resolution (ADR). The seminar combines legal issues involved in international commercial arbitration, case studies and emphasizes development of practical skills through workshops and exercises, at an advanced level.
The Course Advisors are David Branson and Jane Willems. David Branson is the Director of ILI’s Alternative Dispute Resolution Center. He is an arbitrator and has over 33 years of extensive litigation experience, including before the Supreme Court of the United States. He served as Vice Chairman of the American Bar Association Committee on International Arbitration, as well as Vice Chairman of the Arbitration Committee of the International Bar Association. He has taught International Arbitration at several leading institutions in the US and internationally. His qualifications include an L.L.M. from Cambridge and a J.D. from Georgetown University. Jane Willems is a lawyer and international arbitrator who regularly lectures on International Commercial Arbitration.  She has conducted several international arbitrations and other forms of ADR and participated in international contractual and international development projects. She served as counsel, arbitrator, and secretary to arbitral tribunals in numerous arbitration proceedings (ICC, LCIA and ad-hoc) and as counsel before French courts in arbitration related matters. She has been admitted to practice to both the Paris Bar and the Bar of the State of California (USA) and holds Master’s degrees in International Business Law and in Business Law respectively, from the University of Paris I Sorbonne.
