Departmental Exams in Medical Code and Accounts Test for Executive Officers
Please start collecting books and guides for the departmental tests. Exams will be conducted twice every year.
All of us who join government service as doctors (asst. surgeons) should appear and pass two departmental tests. These tests will be conducted by TNPSC not only for us (doctors), but also for other cadres in govt. service. Passing these exams is important for getting increments. Our exams are: 1. Account test for executive officers. 2. Medical code.
Original books must be carried by us to the exam hall and we can see / refer these books and write the answers. Books necessary for 1. Account test for executive officers are: 1. Finance code 2. Treasury code 3. Budget manual 4. Constitution of India 5. Pension code 6. An introduction to Indian govt. accounts and audit Books necessary for 2. Medical code exam are: Two volumes of medical code. For more details you can visit www.tnpsc.gov.inThese exams are MUST for your probation declaration EVEN if you are selected by TNPSC So, please prepare for these exams. Next Exam is likely to be in December 2013 For those who have not studied Tamil in 10th/12th, one more exam is needed

Doubts about Maternity Leave
Dear ____,
Regarding maternity leave for my wife..
My wife who is a ___ joined at _______ GH on June 25th 2007 and she availed maternity leave from June 2nd 2008...
She joined under bond that she signed while joining his course to work in governement setup..
Now we are planning to apply for maternity leave pay arrears
Is she eligible for all 3 months as she took leave before one year was over
Do u have any suggestions..

Dear Dr,
Since the Candidate has joined in 2007 under Rule 10 A 1, she has to clear the TNPSC. Did she appear in General TNPSC 2009. If so, if she is selected, her services will be regularised. Or else she has to appear in a special TNPSC which will be conducted subsequently (check Doubts about 10 A 1 Counselling and General TNPSC Clarified, More doubts about 10 A 1, When will my services be regularised, and other posts in TNPSC Forum, http://www.targetpg.net/search/label/TNPSC, http://www.tngda.in for more details)
Only after getting selected by a TNPSC, (General or Special) the services will be regularised.
After that probation has to be declared. Only after that you can claim the leave. Please wait for some time

Departmental Examinations - May 2009 - Instructions
- Applications are invited from the candidates for admission to the Departmental Examinations to be held in May 2009 through "ONLINE ONLY" (Applications Forms will not be supplied by the Commission).
- Online registration for Departmental Examinations, May 2009 is available for candidates applying from all the 32 Centres, till 5.45 P.M. on 17th April 2009.
- CANDIDATES WILL NOTE THAT APPLICATION FEE OF Rs. 30/- WILL HAVE TO BE INCLUDED IN THE POSTAL RECEIPT APART FROM THE FEE FOR THE TESTS APPLIED FOR.
- Candidates should note that application fee of Rs.30/- also will have to be included to the Total Amount of Examination fee prescribed for the tests applied for and should be paid through postal receipt only except the candidates opting as NEW DELHI Centre.
- Examination / Application Fees: Kindly make sure that you have the Postal Receipt for the requisite number of tests that you will be applying for, before registering online.
- Procedure to apply online:(a) Click "Apply Online" tab appeared in your right hand side.
(b) Fill-up/Select the relevant particulars asked in the data entry screen carefully.
(c) After confirmation, click "Generate Online Application Form" button.
(d) An unique application number will be generated. Kindly note it.
(e) Type the application Number and your date of Birth to generate online application form.
(f) Print the generated application form and paste two recent passport size photograph, affix the Postal Receipt towards the Examination Fee and Application Fee on the reverse side of the generated online application, AFFIX YOUR SIGNATURE and send it to the Commission's Office on or before the last date.
- Last date: The candidates can register their particulars online till 5.45 P.M. on 17th April 2009. They will have to take a printout of filled-up application form, paste two recent passport size photographs (with attestation where necessary), affix the Postal Receipt towards the Examination Fee and Application Fee, affix your signature and send it to the Commission’s Office on or before 21st April 2009 - 5.45 P.M.
- Before taking the printout of the Application / Identification Certificate, make sure that both Top and Bottom margins of the print area will have only 5 mm. (This can be adjusted using File --> Page Setup option of the browser.)
- The candidates who apply online will Super scribe “ONLINE APPLICATION - DEPARTMENTAL EXAMINATIONS - MAY 2009” on the envelope before despatch to the following address :

ORDER:
1. In the G.O. first read above, orders were issued permitting the Director of Public Health and Preventive Medicine to fill up 475 Vacancies of Assistant Surgeons, temporarily in the Directorate of Public Health and Preventive Medicine, Directorate of Medical and Rural Health Services and Directorate of Medical Education, through Employment Exchange in time scale of pay in relaxation of rule 10 (a) (i) of the General Rules for Tamil Nadu state and Sub-ordinate services.
2. Similarly in the GO second read above, the Director of Public Health and Preventive Medicine was permitted to recruit 100 Medical Officers for the Mobile Medical Units in the time scale pay through Employment Exchange. Further in the GO third read above, permission was accorded to the Directorate of Public Health and Preventive Medicine to fill up 260 posts of Medical Officers, temporarily in regular time scale of pay through Employment Exchange for 106 upgraded Primary Health Centers.
3. In the GO fourth read above, The Directorate of Public Health and Preventive Medicine was permitted to appoint non-service Post Graduate / Diploma holders in the existing vacancies under the Director of Medical and Rural Health services and Director of Medical Education through Employment Exchange in time scale pay in relaxation of rule 10 (a) (i) of the General Rules for Tamil Nadu state and Sub-ordinate services.
4. Earlier in GO (D) No. 1016, Health and Family Welfare Department dated 28.08.2007, orders were issued for conduct of Special Qualifying Test by the Tamil Nadu Public Service Commission for regularizing the service of 1535 Assistant Surgeons who were appointment temporarily during 2004 and 2005 in relaxation of rule 10 (a) (i) of General Rules for Tamil Nadu state and Sub-ordinate services.
5. Similarly the Government have now decided to regularize the services of the Medical Officers who were recruited temporarily, by conducting of Special Qualifying Examination by the TNPSC. Accordingly, the TNPSC is directed to conduct a Special Qualifying Examination for the temporary Assistant Surgeons mentioned in paras 1-3 above, who are in service as on the date of issue of order so as to absorb them as Assistant Surgeons in the Tamil Nadu Medical Service. The Government also direct that seniority shall be fixed by the merit list drawn by the TNPSC in the Special Qualifying Examination to be conducted by the TNPSC under rule 35 (a) of the General Rules for Tamil Nadu State and Sub-ordinate Services.
6. The Director of Public Health and Preventive Medicine is directed to instruct all the temporary Assistant Surgeons to appear for the Special Qualifying Examination proposed to be conducted by the Tamil Nadu Public Service Commission for regularizing their services. The individuals who do not pass in the Special Qualifying Examination proposed to be held shall be ousted from service without assigning any reason therefore.
7. The Secretary, TNPSC is requested to conduct the Special Qualifying Examination to regularize the services of the Assistant Surgeons who were appointed temporarily in Tamil Nadu Medical Service in relaxation of Rule 10 (a) (i) of the General Rules for Tamil Nadu State and Subordinate services by following the procedure in G.O. (D) No. 1016, Health and Family welfare department, dated 25.08.07 and send the list of selected candidates to the Director of Public Health and Prevention Medicine for Pursuing further action.
