It has been proposed to extend the District Mental Health programme (DMHP) to cover six more districts in Tamil Nadu, taking the total number of districts thus served to 22.
The new districts in the proposal are Coimbatore, Dindigul, Sivaganga, Pudukottai, Tuticorin and Villupuram. The State Nodal Officer of the DMHP C. Ramasubramaniam said that the decision to propose extension was taken in view of the success of the existing DMHP services in the other districts. Of the 16 projects already initiated, three (Madurai, Tiruchi, Ramanathapuram) had been completed, while they are ongoing in 13 (Theni, Kanyakumari, Erode, Dharmapuri, Tiruvallur, Cuddalore, Virudhunagar, Kancheepuram, Perambalur, Namakkal, Tiruvarur, Nagapattinam and Chennai) districts.
“When we say three projects have been completed, it means Central Government funding has ceased, and the State Government is ready to take over, or has already taken over the project,” Dr. Ramasubramaniam explained.
“Even at the commencement of the project, the State provides an undertaking that at the end of the four-year term, it would adopt, and continue to fund the DMHP in that district.” Tiruchi has already been taken over, while the districts of Madurai and Ramanathapuram will soon come under the wings of the State's health care services. The idea is to cover the entire State under the DMHP, he added.
The basic philosophy of the DMHP is to reach the unreached with mental health care. DMHP integrates mental health care with general health care by setting up a ten-bedded psychiatric care unit within the district government hospital.
“Most mental illness problems begin as mild psychiatric disorders. At the beginning, they are also manifested as somatic (physical) complaints. Usually, these complaints include numbness, burning sensation, loss of appetite, and they go to the general physician,” Dr. Ramasubramaniam said.
If this physician is trained to identify basic psychiatric symptoms, they can immediately start treatment. “The thing with disability caused by mental illness is that, if detected and treated early, the recovery can be nearly 100 per cent,” he added. Besides, locating the mental healthcare institution within a general health care institution contributes in no small measure to removing stigma.
The Centre allocates a sum of Rs.89 lakh per district for four years, to be spent on awareness building, training medics, paramedics and non-medical personnel. Trained psychologists and psychiatric social workers will also be appointed. Some of the funds will also go into setting up the infrastructure.
Tamil Nadu has also focussed on the rehabilitation aspect of people who have been cured, Dr. Ramasubramaniam explained. Relationships have been established with the poverty-alleviation oriented ‘Vaazhnthu Kattuvom' project of the State Government, and efforts are on to ensure some work under the Mahatma Gandhi National Rural Employment Guarantee Scheme for those who have recovered.

ORDER :
The following Notification will be published in the Tamil Nadu Government
Gazettee .
NOTIFICATION.
WHEREAS, the rights of practitioners of Indian System of Medicine are
protected under section 17(3) (b) of the Indian Medicine Central Council Act, 1970
(Central Act 48 of 1970) ;
AND WHEREAS, as per section 2 (1) (e) of the said Act, “Indian Medicine“
means the system of Indian Medicine commonly known as Ashtang Ayurveda, Siddha
or Unani Tibb whether supplemented or not by such modern advances, as the Central
Council of Indian Medicine may declare by notification from time to time ;
AND WHEREAS , the Central Council of Indian Medicine in its Notification
F.No.28-5/2004-AY.(MM), dated the 19th May 2004, has clarified that the word “Modern
Advances” in clause (e) of section 2 (1) of the said Act as advances made in the
various branches of modern scientific medicine in all its branches of internal
medicine , surgery, gynaecology and obstetrics , anesthesiology, diagnostic procedures
and other technological innovation made from time to time and declare that the courses
and curriculum conducted and recognized by the Central Council of Indian Medicine are
supplemented with such modern advances ;
AND WHEREAS , the Central Council of Indian Medicine has improved and
strengthened the syllabus of Indian Medicine by including subjects with regard to
National Programmes like National Malaria Eradication programmes, Tuberculosis,
Leprosy, Family Welfare Programme, Reproductive and Child Health Programme,
Immunisation Programme, AIDS, Cancer etc ;

Now, THEREFORE, under sub - clause (iii) of clause (ee) of rule 2 of the Drugs
and Cosmetics Rules, 1945 the Governor of Tamil Nadu hereby declares every
registered medical practitioner holding the qualifications specified in the second, third
or fourth Schedule to the Indian Medicine Central Council Act, 1970 (Central Act
48 of 1970) and Part III of the Schedule to the Tamil Nadu Siddha System of Medicine
(Development and Registration of Practitioners) Act , 1997 (Tamil Nadu Act 34 of 1997)
and registered in the Medical Register of the State maintained under the aforesaid
Acts, as a person practicing the modern scientific system of medicine for the purposes
of the Drugs and Cosmetics Act, 1940 (Central Act 23 of 1940.)

Instructions
  1. Online registration for Departmental Examinations, May 2006 is available for candidates applying from all the 31 Centres, from 1st March 2007 to 4th April 2007.

  2. Candidates applying from these Centres can either submit their applications online or through applications obtained from the Commission’s Office.

  3. Examination / Application Fees: Kindly make sure that you have the Demand Draft for the requisite number of tests that you will be applying for, before registering online.

“CANDIDATES WILL NOTE THAT APPLICATION FEE OF Rs. 30/- WILL HAVE TO BE INCLUDED IN THE DEMAND DRAFT APART FROM THE FEE FOR THE TESTS APPLIED FOR.”

  1. Last date: The candidates can register their particulars online till 10 A.M. on 4th April 2007. They will have to take a printout of the application form, paste two recent passport size photographs (with attestation where necessary), enclose the Demand draft towards the Examination Fee and Application Fee and send it to the Commission’s Office on or before 5th April 2007 - 5.45 P.M.

The MCI has to inspect all the Medical Colleges both for periodical and Renewal inspections in all Government Medical Colleges in Tamil Nadu. In order to fulfill Medical Council of India norms the existing vacancies of Asst.Professors/Readers have to be filled by transfer and promotion.

(iv) Transfer for Medical Officers released from DMS and DPH to DME side:-
1st March 2007. Individuals with PG degree who are willing to work any where in Director of Medical Education side will only considered for transfer to Director of Medical Education side.
The service Post graduates who completes their course during Feb-March need not attend this counselling and they have to exercise their option in a proforma through their heads of institutions which will be sent separately.
Conditions for Transfer and Promotion counseling.
Apart from the usual guidelines prescribed in the references cited aboce the following guidelines will be followed in this counseling
1 Only those Medical officers who have completed one year in the present station are eligible to attend transfer counseling.
  1. Station seniority (excluding the leave availed) is the main criteria for Medical Officers working in stations other than Chennai for transfer but CML seniority is the main criteria for transfer with in Chennai city institutions.
  2. All Medical Officers (both Reader / Professor and Tutor / Asst.Professor) barring transfer on administrative reasons, Pending or contemplated Disciplinary proceedings, punishment in currency are not eligible to attend the promotion counseling. Medical Officers who have been transferred on administrative reasons are not eligible to attend the transfer counseling.
  3. As this counseling is conducted exclusively to fulfill the MCI Norms the DME has discretion to restrict the transfer of Tutor / Asst. Professor to any Medical Colleges.
  4. In few Institutions like Kilpauk Medical College, Kilpauk, Chennai, Chengalpattu Medical College, Chengalpattu, Govt. Mohan kumaramangalam Medical College, Salem for which the proposed increase in seats is deferred this year the Director of Medical Education has discretion to restrict the movements of Tutors / Assistant Professor
6. Those who are eligible but not attended the promotion counseling will be
construed that they have relinquished the promotion for the period of 3
years.
The eligible Medical Officers should bring the Service particulars in the prescribed format authenticated by the Head of the Institution and a copy should be sent to this office in advance.
The Heads of institutions are informed to circulate this communication to all Medical officers concerned and to obtain proper acknowledgement and also to display in Notice Boards.
