MADURAI: Many institutions attach a lot of importance to strengthening library . But this is not the case with the Madurai Medical College library, which has not received the attention it deserves.
The collection here is not in proportion to the 900-odd students. Moreover, facilities here leave a lot to be desired.
B. Kalaikovan, a member of the Tamil Nadu Medical Students’ Association, said, “There is no Internet connectivity, generator or air-conditioning facility. The college collects a decent amount from students at the time of admission that goes to the Library Fund. But whether the fund is being utilised purposefully is doubtful.”
No latest editions
With a lot of research work going on in the field of medicine, textbooks are updated regularly and the latest editions come out every year. But not all these editions are available, which puts the postgraduate students to hardship.
K. Senthil, secretary, Tamil Nadu Government Doctors’ Association, said, “Most of the time undergraduate and postgraduate students are left in the lurch as they do not find the textbooks they want. If this is the case with textbooks, the library falls behind in the journal front also. Each medical college is expected to subscribe for at least 60 Indian journals and 40 foreign ones. But, Madurai Medical College woefully falls short of this figure,” said Dr. Senthil.
Admitting that the library lacked Internet facility, Vice-Principal M. Shanthi, said that the college had got the sanction for Internet at the library.
Nod received
“We have got the nod from the officials to use the Library Fund. As subscribing to international journals is expensive, arrangements are made to subscribe to e-journals and plans are afoot to tie up with the virtual library of the Tamil Nadu Dr. M.G.R. Medical University, for which we expect official sanction,” she said.
Ms. Shanthi added that the library would also get generators and air-conditioners soon.

Collector orders enquiry into charges against health inspectors, village nurses

Tuticorin: Collector R. Palaniyandi on Thursday ordered an enquiry into the charges raised by the Government doctors’ association against health inspectors and a few village health nurses at Mullakadu Primary Health Centre and vice-versa.
The year-long ‘proxy war’ going on between Government doctors and other employees in the Health Department, affiliated to the Tamil Nadu Government Employees Association, came to light a few days ago when the TNGEA put up a gigantic hoarding in front of the said PHC saying that they were going on an agitation against Medical Officer M. Sanatanamari’s atrocities.
In the meantime, the doctors’ association had levelled charges that the agitation was a consequence of the Medical Officer issuing a memo to the staff of PHC seeking an explanation for their poor performance with respect to the implementation of various Government-sponsored programmes.
The doctors pointed out that the association members had already lodged a complaint with the police against the Health Inspector of Mullakadu, M Terrance, who was involved in this incident also.
The complaint was lodged against Mr. Terrance for allegedly abusing the then Medical Officer of Mudivaithanenthal Primary Health Centre, E. Pradeep Prem Kumar, at a meeting conducted at Pudukottai to review the status of chikungunya outbreak.
Speaking to The Hindu, the Collector said that the Deputy Director, S. Uma, was asked to give a report within a week, after studying the facts.
“The Deputy Director has also been asked to appraise the status quo of the earlier complaint lodged by the doctors association against Mr. Terrance,” he added.

The People's Patents Group (PPG) of the Human Rights Law Network, New Delhi seeks applicants for a 6 month Research Fellowship in Public Health and Intellectual Property and Agricultural Biotechnology and Intellectual Property.
Background
The Human Rights Law Network (HRLN) is a collective of lawyers and social activists, dedicated to the use of legal system to advance human rights.
HRLN collaborates with social movements, human rights organizations, and grass-roots development groups to enforce the rights of, amongst others, farmers, tribal, HIV positive and affected people, people with disabilities, prisoners, etc. The primary focus of HRLN's People's Patent Group is:
To explore the possibility of the use of legal tools like Public Interest Litigation and legal interventions to protect the rights of the poor and needy.
To undertake legal research in the area of Trade Related Aspects of Intellectual Property Rights (TRIPS), public health and agriculture/ food in India and influence policy and law making process.
Publish policy papers and policy documents
Organize seminars for sharing knowledge and advocating on key policy issues.
Duration
The research fellowship will have fixed duration of 6 months.
Eligibility Criteria
The eligibility criteria are as follows:
Applicants must:
Have completed or be completing degrees in law, economics, public health, agriculture, biotechnology or a related discipline.
Have excellent written and spoken English
Prove the ability to work in a multidisciplinary team and with a range of professional workers and individuals in the community.
Demonstrate an interest in this discipline (Publications, paper presentations, etc)
Key Responsibilities
The research fellow is expected to, among others:
Assist on ongoing research projects including briefing papers, Public Interest Litigations, Publications, etc
Travel to various parts of the country for empirical research
Participation & representation in national and international events
Prepare reports on programme activities and projects administered under the Programme.
Work on a publishable working paper on the issue of his/her interest.
The Terms and Conditions of the Research Fellow
1.. A written agreement containing the terms and conditions of the research fellowship will be signed between the Human Rights Law Network and the research fellow.
2.. The research fellow will receive a stipend of Rs. 8000 per month. There shall be no other additional remuneration, subsidy, Compensation or entitlement from the Human Rights Law Network to the research fellow.
3.. Except where otherwise indicated to the Research Fellow in writing, travel expenses( to Delhi) will be the responsibility of the research fellow except expenses incurred relating to work in the organization.
4.. At the end of the research fellowship, the fellow will be required to prepare a written exit report evaluating the fellowship.

WHO Fellowship programme: Call for nominations
We have been training doctors and other health professionals under
the WHO Fellowship programme. During the biennium 2006-2007, about
550 health professionals were awarded WHO Fellowship in prestigious
institutions within the country and in foreign countries such as
Thailand and Australia.
2. Building up on the experience of the last two biennium i.e. 2004-
2005 and 2006-2007, we propose to send more number of health
professionals, nurses, radiologist, laboratory technicians and para-
medical staff under the aforesaid fellowships programme, to WHO
Collaborating Centres in India for courses in various specialities as
enclosed at Annexure - I.
3. There shall also be slots in foreign institutions indicated in the
Annexure - II.
4. Kindly send nominations of interested officers especially those in
the field of public health. It is our experience that the applicants
are generally from big cities. We would like to afford equal
opportunities to those who have been serving in rural areas or sub-
divisional / district hospitals and have first hand experience of
public health issues. Similarly adequate representation should be
given to female officers and officers belonging to SC/ST category.
5. Efforts should be made to utilize the additional skills acquired
by fellows undergoing WHO sponsored training in their day to day
functions to improve the health services in the country.
6. The last date for submission of forms is 10.02.2008. Necessary
direction may please be given to the concerned supervisory /
controlling authorities so that the applications are forwarded in
time. In case of selection, the applicants should be relieved as per
the requirements of the course.
