MCI RULES REGARDING BIOMETRIC ATTENDANCE

Sub: Providing Faculty Identification, Tracking & Monitoring system
comprising of Software, Controller & Biometric Card Reader at all the
Medical Colleges/Institutions in India.
Sir/Madam,
This is to inform you that the matter with regard to Faculty Identification,
Tracking & Monitoring system comprising of Software Controller & Biometric Card
Reader at all the Medical Colleges/Institutions in India was considered by the
Executive Committee at its meeting held on 17.11.2009 and the Executive Committee
approved the proposal – ‘Tag Faculty’, the Faculty Identification, Tracking &
Monitoring Solution. The decision of the Executive Committee was also approved
by the General Body of the Council at its meeting held on 18.11.2009.
Accordingly, the Medical Council of India, New Delhi had invited the tenders
for “Appointment of Vendor for providing Faculty Identification, Tracking &
Monitoring System comprising of Software, Controller & Biometric Card Reader, by
giving an advertisement in the newspapers and the last date for submission of the
tenders was 24.12.2009.
The matter along with the detailed status of each of the company was again
placed before the Executive Committee at its meeting held on 05.02.2010 with regard
to “Appointment of Vendor for providing Faculty Identification, Tracking &
Monitoring System comprising of Software, Controller & Biometric Card Reader.
After considering the commercial bid received from various agencies, it has
been decided by the Medical Council of India, New Delhi to appoint M/s Rasilant
Technologies Pvt. Ltd., A-309, Crystal Plaza, Link Road, Andheri (W), Mumbai – 400
053, Maharashtra as Vendor for providing Faculty Identification, Tracking &
Monitoring System comprising of Software, Controller & Biometric Card Reader as
per the following rates:-

** It includes traveling, staying and other costs of sending a resource to
each medical/dental college to install the Faculty Identification,
tracking and monitoring system.
* The offered rates shall include all taxes including VAT, Local Taxes
and Service Tax per medical/dental College. No separate payment
will be made for any tax whatsoever.”
In view of above, you are requested to get in touch with M/s Rasilant
Technologies Pvt. Ltd., A-309, Crystal Plaza, Link Road, Andheri (W), Mumbai –
400 053, Maharashtra, Tel: 022-26744640/41, Fax: 022-26744642, immediately, to set
the System for Faculty Identification, Tracking & Monitoring System comprising of
Software, Controller & Biometric Card Reader at your college. You are also
requested to take note of the terms & conditions to be followed by the Institute
annexed herewith at ANNEXURE – I and strictly comply with the same.
You are also requested to extend your full cooperation and support to them
when M/s Rasilant Technologies visits your Institute for the same.
The compliance should be submitted to the Council, immediately, thereafter.

TERMS & CONDITIONS
FOR INSTALLATION OF THE BIOMETRIC READER
TO BE COMPLIED BY THE INSTITUTE/COLLEGE
1. The installation of the system shall be carried out by M/s Rasilant
Technologies Pvt. Ltd. Upon scheduling with the college authorities.
2. The college must provide a LAN point with RJ-45 connector and having
internet connectivity for the installation of the Biometric Reader.
3. The college must provide an AC Mains supply point ideally with UPS and
5A socket for connection of the power supply unit for the Biometric
Reader.
4. All faculty members must be present at the college on the stipulated date
of installation with their previously issued Smart ID Cards for enrolment
of their fingerprint in the system.
5. Two fingerprints for each faculty members shall be enrolled into the
system which will be valid for use with their Smart ID Card only.
6. In case any faculty member does not have a Smart ID Card they are
requested to notify M/s Rasilant Technologies Pvt. Ltd. Immediately and
also the council for a replacement prior to installation of the system.
7. The installed biometric attendance system must be used on a daily basis
from the date of commissioning for daily attendance of faculties in the
college.
8. The unit shall be unlocked and accessible to all faculty entering and
exiting the college premises during the start and end of working hours
and decided by the college.
9. In case the faculty members after enrolment into the system loses his or
her card then a new card must be obtained from the office of the Council
in Delhi after their physical enrolment of their fingerprint.
10. The college is responsible for providing uninterrupted power supply for
the installed unit during the working hours of the college when the
system is unlocked and available for faculty attendance.
11. The College should ensure internet connectivity ideally at all times the
system is in use for attendance data to be updated to the central
server.
12. In case internet connectivity is not available at all times, the college
must provide the same at a bare minimum of once in 10 days and
contact the council office to ensure their data is backed up on the
server during that time.
13. The unit is a property of the council and is covered under warranty for
all manufacturing defects and faults for one year from the date of
installation. The council shall bear the annual maintenance costs for
the unit.
14. Any damage caused to the unit after installation and handover to the
college authorities causing it to be disabled in its operation will incur a
penalty of up to NIR 2 lacs.
15. It is the responsibility of the college to register a complaint of any fault in
the unit within 3 days for assessment of the same to begin.
16. In case the unit is disabled and not reported within 3 days the college is
liable to immediate inspection by the Council.
17. In case the unit is faulty and under warranty a replacement unit will be
provided within 7 working days from the date of issue of the complaint
upon assessment of the faulty.
18. In case any damage is caused to the unit and is not functional, the college
has to get the unit replaced within 7 working days and have to bear the
cost incurred in buying the new Biometric System.
