Year 2005, 260 doctors admitted in their own hospitals with hepatitis, malaria, dengue & leptospirosis over a year.

‘Are doctors justified in going on strike?’ is a common question doing rounds these days. The most obvious response from everyone seems to be ‘Of course not, they must save patient’s lives!’

But there is a 25 year old who stays on call 24X7, works 20 hours a day returns to a 10X10 room, shared amongst six other equally tired doctors, all fighting for the coveted two beds, the unlucky ones having to sleep on stretchers in the ward for want of space.

The unmarried ones are lucky; they fight for themselves, the married ones become gladiators for their families.

Here is a 30 year old who doesn’t dare to marry for want of space, privacy, financial stability and time with extended duties reaching upto 36 hours at a stretch. He has no life beyond the confined of the hospital, stuck for months together in intensive care, not having seen daylight.

Nothing seems to be enough. Not that he has buried his face in his books since 10 years of age till date; not that he has passed from the best schools and colleges; not even the fact he has graduated from the top medical colleges to work in the best hospitals in India, away from the cozy comforts of his home.

He is told that he is the cream of the literate society. And here is the cream of your society being slapped on the face for working hard in a place where tempers fly high and emotions cross all limits; with inefficient security in the form of few guards who reach the scene after the harm is done.

We doctors, aren’t on strike to let our patient die; in fact we are on strike so that we can get protection for our life; a right which is the basis of democracy.

So here we are, having put everything in our lives at stake for the society and are now forced to put down our only asset – ‘our dignity’.

We are simply asking the authorities to make manhandling of medical professionals on duty a non-bailable offence

We are not looking for sympathy, we demand empathy for our cause. Can the society justify that these doctors, who save their lives, be taken by their collars by the mob?

We are literally wounding our souls to heal others, meanwhile being stripped of our dignity.

Just give us back our dignity to safeguard this special journey called life.

There is solid ground for the government to order a CBI probe into the alleged involvement of Dr RK Gupta in a seat-fixing racket.

However, the lack-lustre response of the police in the entire affair so far has left a big question mark over government's intentions that whether or not it really wants to expose Munna bhais and their mentors, who have reduced the entire medical education system to ransom.

The letters written by King George's Medical University (KGMU) authorities on Saturday to the Income Tax (IT) department and the governor reveal huge money transactions reportedly done by Dr RK Gupta and his wife Suman, which is much more than their known sources of income.

The quantum of transactions have been 'coincidentally' high during the period when various medical entrance examinations were held.

Gupta is the prime accused in the January 12, 2006, KGMU arson case. He was arrested by the police, but granted bail as his name does not figure in the FIR.

KGMU inquiries reveal that Dr Gupta deposited (Account No. 6281015-22741) over Rs 34.50 lakh in the Hazratganj branch of a private bank between June, 2005 and January 2006.

His wife Suman reportedly transacted over Rs 75.95 lakh from April 2003 till February 2002 through the account (No. 12430) in a nationalised bank, Niralanagar branch.

Gupta operated Rs 68.76 lakh through his two accounts (numbers 153088 and 14441) in another nationalised bank. Total money transaction in bank accounts known to KGMU authorities comes out to be over Rs 1.80 crore. There are doubts that the couple might be having more accounts.

Gupta used to travel in a Tata Safari with a beacon and security guards. As a junior resident, ie post-graduate student, Gupta used to get Rs 1.75 lakh per annum salary under the residency scheme.

Suman is also a post-graduate medical student. However, investigations reveal that huge amounts were deposited in couple's accounts in May 2005, the month Combined Pre-Medical Test was scheduled, but later postponed after the special task force detected that the question paper was leaked.

There are reports about Gupta's immovable assets in Sitapur road. Gupta is also said to be having close links with Sanjeev Singh, Dinesh Singh and Ramesh Singh — the three KGMU students arrested by the Kanpur police on December 15, 2005, on charges of kidnapping Mahendra Kumar, an ayurvedic college student in Jhansi.

Mahendra was kidnapped when he refused to pay the money promised for 'out of way' admission in a medical college.

Significantly, despite their limited means, KGMU authorities have managed to collect 'vital' information about Guptas, although it is yet to be verified whether their income has been through illegal means or through some genuine business

It needs thorough investigation. But police has overlooked the seat fixing racket, which is in contrast to the strict instructions issued by chief minister Mulayam Singh Yadav in this regard, giving teachers a reason to point fingers over CM's intentions.
"The CM should order CBI probe because state agencies can be influenced by Munna Bhais having links with high and mighty," said teachers.

Gupta's family members, who met KGMU officers, have been reiterating that he is being falsely implicated and can prove his innocence, if given a chance.

After a suspected exam paper leak in Health Minister Dr Anbumani Ramadoss’ home state, results of the All India PG Medical Entrance Exams held at the All India Institute of Medical Sciences are to be scrutinised by CBI.

The case was referred to CBI after a meeting attended by the minister, Health Secretary PK Hota and AIIMS director Dr P Venugopal. Selection process has been held in abeyance. Results have not been nullified, but it might be considered after CBI submits its report, sources said. The exam was held on January 8, 2006. Over 57,000 students appeared and over 4,000 qualified the exam.

A Chennai-based NGO had complained of paper leakage in Tamil Nadu. As 37 out of 100 top-rankers were from Chennai, suspicions heightened, an official said.

Following complaints of malpractice at Chennai centres of the All India Post Graduate Examination, the Health Ministry today kept on hold the results and asked the CBI to investigate the matter.

"We have also asked the CBI to investigate the complaints of malpractices," Union Health Minister Ambumani Ramdoss said adding the counselling had also been postponed.

The minister said the government had been receiving complaints of malpractices and during the preliminary investigations, it was revealed that a large number of students from Chennai centres, who had performed badly in their under-graduate examinations, unusually got high ranks.

As per the directives of the Honourable Supreme Court in its judgement dated,25.9.87, in writ petition No. 348-352 of 1985, all the State Governments, Medical Institutions and Universities are required to amend their rules and regulations to introduce a uniform residency scheme by 1993.
In this connection Ministry of Health & Family Welfare, Govt. of India has sent directive to all states & U.T. administrations vide letter No. S-11014/3/91/ME (P) dated 05 June, 1992.
The Medical council of India has also stated that “all candidates joining post graduate training programme must work as full time residents during the whole period of their training programme. The post graduate students shall be paid adequate remuneration irrespective of the status of the institution whether Government/Private/Autonomous”.

PG Course in Tamil Nadu - Key points

FEES PAYABLE IN GOVERNMENT INSTITUTIONS : TUITION FEES PER ANNUM.

• PG Diploma Rs.20,000/-
• PG Degree Rs.30,000/-
• MDS Rs.30,000/-
• M.Ch., (Neuro 5 years) Rs.30,000/-

The above fees structure is applicable for 2006-07 admissions. The selected candidates have to pay the balance of the tuition fees and other special fee etc., at the time of admission in the respective Colleges.

Non-Service candidates shall execute a bond for a sum of Rs.2,00,000/- (Rupees Two Lakhs Only) on admission to Post Graduate Diploma courses and 3,00,000/- (Rupees Three Lakhs Only) for Post Graduate Degree courses / MDS / M.Ch. (Neuro-Surgery) 5 years Course of the 2006-2007 session undertaking that they shall serve the Government of Tamil Nadu for a period of not less than 3 years, if required. During the above period, they will be paid a salary on par with the fresh recruits of the Government of Tamil Nadu Medical Services and the Government of Tamilnadu will requisition their services, if required, within a period of 2 years from the date of completion of their Postgraduate Degree/ Diploma /MDS/M.Ch., (Neuro Surgery) 5 years Course. Two permanent Government servants shall be sureties. The prescribed form of bond will be available in the Colleges at the time of admission. The bond will become infructuous if he/she serves the State Government of Tamil Nadu if required for minimum period of 3 years.

The candidates (including the candidates selected under the All India Quota) who discontinue the course on or before 25-5-2006 shall pay the sum as specified below by way of Demand Draft taken in favour of the Secretary, Selection Committee, Kilpauk, Chennai –10 payable at Chennai to the Deans of the respective Colleges.

• For P.G. Diploma Courses Rs.20,000/-
• For P.G. Degree / Five Year M.Ch. (Neuro-Surgery) Courses Rs.30,000/-
• For MDS Course Rs.30,000/-

b. 1. If I take a pg seat in tamil nadu in All India counselling, and not joining in the college, instead joining in service, what will happen? Please explain with regard to remaining fees, rules for writing the exam again and about TN exam

If you take a seat and DO NOT JOIN, then there is NO PROBLEM
If you join and leave, then that is called as DISCONTINUING the course

If the candidate’s discontinuance does not result in a seat being wasted, he can apply for the next selection for which he/she is eligible.

Pay and DA. That will come around Rs 13000 by the time you are eligible for
6) How much will he be paid after finishing PG while in service
You will complete PG probably in 2012. By that time, you are eligible for 6 regular increments. One increment for is added for PG. So totally you have 7 increments. Now, your increment per year is about Rs 400. So that will come around Rs 3000. You will be getting Rs 17000 if you finish PG and Rs 16400 if you have not finished.

In addition your take home pay will be less by Some 2000 to 3000 (depends on how much you pay for Insurance, PF and Tax)

The following is the list of candidates who have qualified for MD/MS/PG Diploma and MDS courses for admission to various Medical/Dental Colleges/Institutions in India against 50% open merit seats on the basis of All India Entrance Examination held on Sunday, the 8th January, 2006. The list is roll number-wise and the position in order of merit is given in parenthesis against each roll number. The list is subject to verification of eligibility criteria & original documents as given in the Prospectus. The Institute is not responsible for any printing error. The allocation of subject and Medical College will be done by the Directorate General of Health Services as per counselling schedule given at the bottom. Individual intimation in this respect is being sent separately. Result is displayed on the notice board of Examination Section, AIIMS, New Delhi and will be available on web sites www.aiims.ac.in and www.aiims.edu

I can understand that the list is subject to verification and also that the individual call letters are being sent seperately. What I am at loss to comprehend is the following line given in the result notification "The Institute is not responsible for any printing error." If the results are published in a news paper, then we can understand that the institute is not responsible for printing errors. But how can an authority conducting examination shun out from their responsibility of maintaining reliability and validity of a result published in their notice board

Can't the AIIMS people follow a simple procedure of verifying the result AFTER it has been printed. After all they are dealing with careers of doctors (each of them going to treat thousands of patients) and save innumerable patients.

Can a student say that he is not responsible for errors in his paper. Can an artist say that he is not responsible for the mixed up colours of his work. Of course mistakes can creep in. But is it not the duty of the authorities to check for mistakes and correct them. Does the AIIMS notification mean that we have bear with the mistakes. If they are not competent enough to check the validity of something they publish, what is the fun in conducting an exam. Why can't they give the responsibility of conducting the exam to some one else

Who then is responsible for the missing questions in few question papers and missing ranks ? Who is going to bell the cat ??
