கிராமப்புறத்தில் பணிபுரியும் மருத்துவர்களை பாதிக்கும் விதியை உடனடியாக ரத்து செய்ய வேண்டும்

கிராமப்புறத்தில் பணிபுரியும் மருத்துவர்களை பாதிக்கும் விதியை உடனடியாக ரத்து செய்ய வேண்டும்

தற்சமயம் அமலில் இருக்கும் விதிமுறை : ஒரு மருத்துவர் முதலில் அரசு பணியில் சேரும் போது கிராமப்புற ஆரம்ப சுகாதார நிலையத்தில் சேர்ந்தாலும், அல்லது அரசு மருத்துவமனையில் மருத்துவக்கல்லூரியில் சேர்ந்தாலும், ஒரே பணி மூப்பு - CML (Civil Medical List) based on TNPSC Seniorty - என்ற விதி இது வரை நடைமுறையில் உள்ளது. அதாவது அவர்கள் கிராமப்புற மருத்துவமனைகளில் பணிபுரியும் காலகட்டம் அவர்களது பதவி உயர்விற்கு (TNPSC Seniorty) எடுத்துக்கொள்ளப்பட்டது

தற்சமயம் அரசாணை 354 நாள் 23.10.2009ன் படி இந்த விதி மாற்றப்பட்டுள்ளது (பார்க்க படங்கள் 25 - 26 Illustration 4)எனவே மருத்துவர்கள் ஆரம்ப சுகாதார நிலையங்களில் பணிபுரியும் காலகட்டமும், அவர்கள் பணியில் சேரும் போது உள்ள CML சீனியாரிட்டிக்கும் மதிப்பிலை என்று ஆகிறது now the time spend by a medical officer in PHC is totally wasted

அவர்கள் மருத்துவக்கல்லூரியில் உதவிப்பேராசிரியராக பணியில் சேரும் நாள் மட்டுமே அவர் பேராசிரியராவதற்கு தகுதி என்றாகிறது.

கிராமங்களில் 3 முதல் 4 வருடம் பணிபுரிந்து அதன் பிறகு பட்ட மேற்படிப்பு படிக்கும் மருத்துவரை விட கிராமப்புறங்களில் ஒரு நாள் கூட பணிபுரியாதவர் சீனியாரகும் அவல நிலையை இந்த ஆணை உருவாக்குகிறது. இந்த விதி உடனடியாக ரத்து செய்யப்பட வேண்டும். உதாரணமாக 2006 வரை கிராமப்புறங்களில் சேர்ந்தவர்கள் (ஒப்பந்த அடிப்படையில் சேர்ந்தவர்கள் உட்பட) இது வரை யாரும் படித்து முடிக்க வில்லை. இவர்கள் அனைவரும் படித்து முடித்து மருத்துவக்கல்லூரிகளில் சேர்வது 2013க்கு பிறகு தான்ஆனால் 2007 முதல் 2013 வரை படிக்கும் non service pg மருத்துவர்கள் இவர்களை விட சீனியாரும் வகையில் இந்த ஆணையில் விதி உள்ளது. இது கிராமப்புறங்களில் பணிபுரியும் மருத்துவர்களை பாதிக்கிறது. இந்த புதிய விதியினால் இனி வரும் காலங்களில் கிராமப்புறங்களில் பணிபுரிய மருத்துவர்கள் விரும்பாமல் நேரடியாக மருத்துவக்கல்லூரியில் சேரவே விரும்புவார்கள். பல வருடங்களுக்கு முன்னர் இருந்தது போன்ற நிலை ஏற்பட வாய்ப்பு உள்ளது

எனவே இந்த புதிய விதியை உடனடியாக ரத்து செய்து, தகுதி இருப்பின், அனைத்து பதவி உயர்வுகளும், CML மூப்பு அடிப்படையிலேயே வழங்கப்பட்ட வேண்டும் என்றும் அனைத்து seniority panelகளும் CML சீனியாரிட்டியின் அடிப்படையிலேயே இருக்க வேண்டும் என்றும் மாற்றப்பட வேண்டும்

PROGRAM NEED
There has been an increasing interest among people from different walks of life to understand the nuances, methods and tools that would enable a faster growth of social development of our country. With good governance gaining importance, it has become imperative for most organizations to analyze and report on their triple bottom line impact. Social Accounting and A is a means whereby organizations operating in the community, social economy and public sectors report on their social, environmental and economic performance in a simple and sustainable manner.
Social Accounting and Audit (SAA) is a framework which allows an organization to develop a process whereby it can account for its social performance and draw up an action plan to improve. It builds on existing documentation and reporting and helps organizations understand their impact on the community and to be accountable to their key stakeholders. Social Audit Network (SAN), a UK based Organization, is a pioneer in the field of SAA. (www.socialauditnetwork.org)
The Master Class is a 2-day Workshop meant to orient professionals on
  • Methods used for processing and preparing Social Accounts
  • Standardized formats for presenting the accounts
  • The process of getting them audited
This will enable in building the social balance sheet for the organization.

Revised Pay Scales, and Career Advancement Scheme for teachers in Tamilnadu Government

APPENDIX – I

Revised Pay Scales, Service conditions and Career Advancement Scheme for teachers

and equivalent positions:

(1) Assistant Professor/Associate Professors/ Professors in Colleges

(i) Persons entering the teaching profession in Universities and Colleges shall be

designated as Assistant Professors and shall be placed in the Pay Band of Rs.15600-39100

with AGP of Rs,6000. Lecturers already in service in the pre-revised scale of pay of Rs.8000-13500, shall be re-designated as Assistant Professors with the said AGP of

Rs.6000. (a medical asst prof grade pay is 5400)

(ii) An Assistant Professor with completed service of 4 years, possessing Ph.D Degree

in the relevant discipline shall be eligible, for moving up to AGP of Rs.7000 subject to the

condition that PhD is in a discipline which is relevant to the Department in which they are Assistant Professors. (Even if you finish Mch or DM you have the same grade pay 5400 up to 20 years of service)


(iii) Assistant Professors possessing M.Phil degree or post-graduate degree in professional courses approved by the relevant Statutory Body, such as LL.M/M.Tech etc.

shall be eligible for the AGP of Rs.7,000 after completion of 5 years service as Assistant Professor subject,

(iv)Assistant Professors who do not have Ph.D or M.Phil or a Master's degree in the

relevant Professional course shall be eligible for the AGP of Rs.7,000 only after completion of6 years' service as Assistant Professor.( nothing like that for doctors)


(v) The upward movement from AGP of Rs.6000 to AGP of Rs.7000 for all Assistant

Professors shall be subject to their satisfying other conditions as laid down by the UGC and should also satisfy any additional condition being laid down by University or the State Government

( nothing like that for doctors)

(vi) The pay of the incumbents to the posts of Lecturer (senior scale) (i.e. the prerevised

scale of pay of Rs.10,000-15200) shall be re-designated as Assistant Professor, and

shall be fixed at the appropriate stage in Pay Band of Rs.15600-39100 based on their present pay, with AGP of Rs.7000

( nothing like that for doctors)

(vii) Assistant Professors with completed service of 5 years at the AGP of Rs.7000 shall be eligible, subject to other requirements laid down by the UGC and any other Conditions laid down by University or State Government, to move up to the AGP of Rs.8000.

( nothing like that for doctors)

(viii) Posts of Associate Professor shall be in the Pay Band of Rs.37400-67000, with AGP of Rs.9000. Directly recruited Associate Professors shall be placed at the minimum of

the above Pay band with the AGP of Rs.9000.

(ix) Incumbent Readers and Lecturers (Selection Grade) who have completed 3 years

in the current pay scale of Rs.12000-18300 on 1.1.2006 shall be placed in Pay Band of

Rs.37400-67000 with AGP of Rs.9000 and shall be re-designated as Associate Professor.

( nothing like that for doctors)


(x) Incumbent Readers and Lecturers (Selection Grade) who had not completed three

years in the pay scale of Rs.12000-18300 on 1.1.2006 shall be placed at the appropriate

stage in the Pay Band of Rs.15600-39100 with AGP of Rs.8000 till they complete 3 years of
