Departmental Examinations - May 2009 - Instructions
- Applications are invited from the candidates for admission to the Departmental Examinations to be held in May 2009 through "ONLINE ONLY" (Applications Forms will not be supplied by the Commission).
- Online registration for Departmental Examinations, May 2009 is available for candidates applying from all the 32 Centres, till 5.45 P.M. on 17th April 2009.
- CANDIDATES WILL NOTE THAT APPLICATION FEE OF Rs. 30/- WILL HAVE TO BE INCLUDED IN THE POSTAL RECEIPT APART FROM THE FEE FOR THE TESTS APPLIED FOR.
- Candidates should note that application fee of Rs.30/- also will have to be included to the Total Amount of Examination fee prescribed for the tests applied for and should be paid through postal receipt only except the candidates opting as NEW DELHI Centre.
- Examination / Application Fees: Kindly make sure that you have the Postal Receipt for the requisite number of tests that you will be applying for, before registering online.
- Procedure to apply online:(a) Click "Apply Online" tab appeared in your right hand side.
(b) Fill-up/Select the relevant particulars asked in the data entry screen carefully.
(c) After confirmation, click "Generate Online Application Form" button.
(d) An unique application number will be generated. Kindly note it.
(e) Type the application Number and your date of Birth to generate online application form.
(f) Print the generated application form and paste two recent passport size photograph, affix the Postal Receipt towards the Examination Fee and Application Fee on the reverse side of the generated online application, AFFIX YOUR SIGNATURE and send it to the Commission's Office on or before the last date.
- Last date: The candidates can register their particulars online till 5.45 P.M. on 17th April 2009. They will have to take a printout of filled-up application form, paste two recent passport size photographs (with attestation where necessary), affix the Postal Receipt towards the Examination Fee and Application Fee, affix your signature and send it to the Commission’s Office on or before 21st April 2009 - 5.45 P.M.
- Before taking the printout of the Application / Identification Certificate, make sure that both Top and Bottom margins of the print area will have only 5 mm. (This can be adjusted using File --> Page Setup option of the browser.)
- The candidates who apply online will Super scribe “ONLINE APPLICATION - DEPARTMENTAL EXAMINATIONS - MAY 2009” on the envelope before despatch to the following address :

CHENNAI: Taking a cue from the World Health Organisation’s message and theme for this World Health Day (April 7), the State’s largest public healthcare facility, Government General Hospital, is launching a new venture to create a safe atmosphere for all on its own premises.
The WHO theme this year is ‘Save Lives. Make Hospitals Safe in Emergencies.’
“The GH has the best of infrastructure and facilities, and medical experts. But we are aware of the need to bring in some disciplined way of functioning on the campus,” GH Dean (in charge) C.Rajendran told The Hindu. He said that at present there was no means of restricting visitors of patients, leading to safety issues for all – patients and hospital personnel.
“Anyone can walk in anytime, there is no authorisation or clearance. If you consider that there are at least 10 attenders for every patient, we have about 300 inpatients. That is about 30,000 people on the campus, almost constantly,” he added. This is apart from the outpatients, who number between 7,000 and 10,000 every day, accompanied by attenders.
The hospital authorities are going to begin with restricting entry to the hospital, except during visiting hours. While a patient would be allowed one attender who would be issued a pass, any other visitor would have to wait until the visiting hours to come in.
This would not be restricted to the patient attenders, but all staff of the hospital – doctors, nurses, ward boys, ayahs, cleaning staff and security personnel – according to S.M.Chandramohan, head, Gastrointestinal Surgery, GH. Staff had been issued ID cards, which they should produce on demand and to enter the hospital.
There were about 16 entrances/exits through which people could enter the hospital. Some of them would be shut down and only a limited number of gates would be kept open from Wednesday to control the crowds coming in. “Unless we control the crowds, there is no way we can bring down infection levels or even ensure safety of those who are treated in the GH and those who work there,” Dr. Chandramohan said.
According to the WHO, the focus of this year’s World Health Day was on the safety of health facilities and the readiness of health workers who treat those affected by emergencies. The WHO and its partners stressed the importance of investing in health infrastructure that can withstand hazards and serve people in immediate need.
Principal Secretary, Health, V.K.Subburaj said, “These first steps are part of a pilot project. Crowds are a huge problem within our hospitals, almost everywhere. We intend to strictly enforce discipline and restrict entry. This will slowly bring down infection rates too.”
He added that this would be implemented in all government hospitals and health centres eventually.

CHENNAI: In three major tertiary hospitals in the city, the post of dean/director/superintendent has been vacant, in some cases for several months now.
Health department officials and the Directorate of Medical Education say the delay in filling up the posts is due to the general election.
The Dean of Government General Hospital, to which the Madras Medical College is attached, retired on March 31.
The Director of the Institute of Obstetrics and Gynaecology, to which the Government Women and Children’s Hospital in Egmore is attached, retired several months ago. The Superintendent of Kasturba Gandhi Hospital at Triplicane also retired sometime ago. In none of these institutions the vacancies have been filled.
Senior doctors say the process involves forming a panel of qualified candidates and forwarding the list to the government. Usually, this process is initiated a few months ahead of the retirement of the doctors holding the posts and the panel is ready by March 15 for filling up vacancies arising due to retirement in the next financial year, thereby allowing enough time for the new official to take over.
Government hospitals in Madurai, Tirunelveli, Coimbatore and Dharmapuri also do not have Deans, in some cases for over a year.
Health Secretary V.K. Subburaj, admitting that the elections were delaying the appointment of Deans, said in a week’s time the department would decide on making alternative arrangements.

TIRUNELVELI: Whenever you happen to see the accident victims battling for life, patients suffering severe chest pain or the pregnant women screaming for help, just dial the toll-free ‘108’. An adequately equipped ambulance with a technically qualified person, being managed by Emergency Management Research Institute (EMRI), will reach the spot within the next 15 to 20 minutes to rush the sufferer to the nearby hospital.
A non-profit organisation, EMRI, founded in 2005 with the objective of providing Emergency Response Service to save the victims, is now operational in eight States, covering a population of over 366 million and responding to 7,500-odd emergency calls with more than 1,400 ambulances.
“While we reach the victims within 14 minutes in the urban areas, the duration is 21 minutes in the rural areas. We’ve so far saved more than 50,000 lives across the country by taking them to the hospital within the ‘golden hour.’ It is a free service and hence the public can make use of it at anytime round-the-clock,” said S.G.S. Lakshmanan, Regional Manager, EMRI, after demonstrating functioning of the equipments installed in one of the ambulances, here on Monday.
As the caller dial ‘108’, the EMRI’s Emergency Response Centre based at Government Kasturiba Hospital, Chepauk, Chennai will receive the call and forward it to the ambulance concerned so that the vehicle will reach the victim within 15 to 20 minutes.
“If the person attending the call cannot correctly get the landmarks near the accident site, he will directly put on the caller to the nearest EMRI ambulance driver so that the problem of identifying the spot will be sorted out within a few seconds,” Mr. Lakshmanan said.
After the Government of Tamil Nadu, under the aegis of Tamil Nadu Health Systems Project, signed a Memorandum of Understanding with EMRI in May 2008 to operate ‘Emergency Response Service’ in the State, 13 well-equipped ambulances with trained persons have been stationed at important places including Tirunelveli City, Vasudevanallur, Tenkasi, Alangulam, Nanguneri, Thisaiyanvilai, Valliyoor, Kadayam, Cheranmahadevi across the district since February 2009.
“Of this, two vehicles are ‘Advanced Life Supporting’ vehicles. While one of these two ALS ambulances is stationed at Tirunelveli City, another one is based at Tenkasi,” said District Manager, Tirunelveli EMRI, R. Sriram.
