VRS for government doctors next year, says Minister

MADURAI: The State Government would announce a voluntary retirement scheme (VRS) for doctors working in government hospitals early next year, K.K.S.S.R. Ramachandran, Health Minister, said here on Saturday.
“We are not against giving VRS to doctors. That is not possible immediately because the vacancies in Government hospitals in the State have to be filled first,” he said. The Minister was responding to the request made in this regard by the Tamil Nadu Government Doctors’ Association (TNGDA) at the inauguration of its 11th State conference. He said the Government was in the process of appointing 650 doctors which would be completed by February next year “and after that VRS will be allowed for government doctors.”

MADURAI: Introduction of the Electronic Clearance System (ECS) to disburse salaries and other emoluments to Government employees is a welcome move that does not warrant judicial interference, the Madurai Bench of the Madras High Court has ruled.
Justice K. Chandru held so while dismissing a writ petition filed by a Tuticorin-based Diocese to restrain the Government from implementing the system of payment of salaries to employees of government-aided schools managed by it.
“The speed with which school managements have approached this court and obtained interim stay, thereby thwarting all attempts made by the State to introduce a safe and scientific system, clearly shows the vested interest of the managements.
Unless they want a share in the cake, which is the salary payable to the teachers, no management will oppose payment through ECS,” he said.
Asserting that all sections of people must welcome the e-governance initiatives, Mr. Justice Chandru said: “March of science cannot be forestalled by obscurant objections raised by educational entrepreneurs.”
It was for the State to evolve a proper policy for disbursement of salary, and implementation of ECS was only an advancement of science and technology in Government administration.
On the petitioner’s contention that implementation of the system might lead to confusion in deducting the khadi loan, cooperative society loan, handloom loan and so on availed by the teachers, the Judge said such “imaginary averments” could not be accepted as the teachers, who were the beneficiaries of the new system, had not moved the court complaining of any difficulty.
Further, the authority of the correspondent/secretary was not taken away by the implementation of ECS as the pay bill was even now certified by them before being presented to the Treasury department.
“The management’s grievance is that no teacher will henceforth appear before them and salute at the time of receiving salary. Excepting for an emotional entitlement, no legal grievance is made out,” the Judge said.

Instructions
  1. Online registration for Departmental Examinations, December 2007 is available for the candidates till 5.45 P.M. on 4th October 2007.
  2. Candidates can either submit their applications online or through applications obtained from the Commission’s Office.
  3. Examination / Application Fees: Kindly make sure that you have the Demand Draft / Postal Receipt for the requisite number of tests that you will be applying for, before registering online.
“CANDIDATES WILL NOTE THAT APPLICATION FEE OF Rs. 30/- WILL HAVE TO BE INCLUDED IN THE DEMAND DRAFT / POSTAL RECEIPT APART FROM THE FEE FOR THE TESTS APPLIED FOR.”
  1. Last date: The candidates can register their particulars online till 5.45 P.M. on 1st October 2007. They will have to take a printout of the application form, paste two recent passport size photographs (with attestation where necessary), enclose the Demand Draft / Postal Receipt towards the Examination Fee and Application Fee and send it to the Commission’s Office on or before 4th October 2007 - 5.45 P.M.
  2. Before taking the printout of the Application / Identification Certificate, make sure that both Top and Bottom margins of the print area will have only 5 mm. (This can be adjusted using File->Page Setup option of the browser.)
  3. The candidates who apply online will Superscribe “ONLINE APPLICATION - DEPARTMENTAL EXAMINATION - DECEMBER 2007” on the envelope before despatching to the following address :
